Policy Interpretation | The Ministry of Housing and Urban-Rural Development’s “Residential Project Specifications” has been implemented, and the system door and window industry has ushered in an upgrade

In March 2025, the Ministry of Housing and Urban-Rural Development officially issued the "Residential Project Specifications" (GB 55038-2025), which put forward a number of mandatory requirements for the curtain wall sections of building doors, windows, and curtain walls, covering multiple dimensions such as safety performance, energy conservation and environmental protection, intelligent integration and age-friendly transformation. The implementation of this new regulation marks the entry of a high-standard development stage in my country's residential building quality, and also brings a new round of technological upgrades and market opportunities to the system door and window industry.

Forced upgrade of safety performance to eliminate "low-quality engineering windows"
The new regulations put forward higher requirements for the safety performance of doors and windows, including key indicators such as wind pressure resistance, air tightness, and water tightness. It also clearly stipulates that external windows need to pass strict inspection to prevent inferior building materials from flowing into the market. The "Notice on Carrying out Key Remediation of Urban Residential Engineering Quality Issues" issued simultaneously by the Ministry of Housing and Urban-Rural Development emphasized that all localities need to strengthen the on-site inspection of door and window materials, focusing on testing the wall thickness, glass thickness and physical properties of profiles, and all unqualified products will be cleared. This measure will effectively improve the durability and safety of residential exterior windows and reduce quality problems such as leakage and deformation.

Acoustic, photoelectric and thermal energy, promote the popularization of energy-saving doors and windows
The new regulations provide quantitative indicators for the first time for the sound insulation, heat insulation, and lighting performance of doors and windows, such as:

Sound insulation performance: The sound insulation standards for household walls and floor slabs have been increased to 50 decibels, an increase of 11.1% compared with the old rules;
Thermal performance: The heat transfer coefficient (K value) of doors and windows in severe cold areas must be less than 1.5 W/(㎡·K), to promote the development of ultra-low energy consumption buildings;
Lighting optimization: Each home needs to ensure that at least one bedroom or living room meets sunshine standards and improves natural light utilization.
These requirements will accelerate the popularization of high-performance system doors and windows, such as the three-glass and two-cavity PVB laminated glass and multi-cavity broken bridge aluminum profiles used by Embler doors and windows, which can meet the needs of sound insulation, insulation and lighting at the same time.

Intelligent system integration to create a smart living experience
The new regulations encourage deep integration of doors and windows with smart home systems, and support functions such as automatic adjustment of light, temperature and humidity, and safety monitoring. For example:

Smart sunshade: Automatically adjust the light transmittance according to the sunshine intensity to reduce the energy consumption of air conditioners;
Safety protection: Integrated sensors to achieve anti-fall, anti-theft and emergency alarm;
Remote control: Through the Internet of Things (IoT) technology, remote control of mobile APPs is realized.
This trend will drive the market growth of smart system windows and promote the application of BIM (building information modeling) technology in door and window design and installation.

The demand for renovation of existing houses is released, and the age-friendly renovation has become a key point
As my country's aging deepens, the new regulations particularly emphasize the aging-friendly renovation of residential buildings, requiring doors and windows to meet the needs of barrier-free passage, anti-slip and anti-collision. Governments in many places have introduced subsidy policies, such as Ningxia, Quanzhou and other places provide 30% financial subsidies for the renovation of aging-friendly doors and windows, up to 5,000 yuan per household. In addition, the promotion of standardized external window systems (such as the Xuzhou pilot) will also reduce renovation costs and improve renovation efficiency.

Industry impact: testing and certification are becoming stricter, and market concentration is increasing
The implementation of the new regulations will promote the door and window inspection and certification system to be more standardized. At present, leading companies such as Huangpai and Senying have established national CNAS accredited laboratories to promote the quality upgrade of the industry. At the same time, if small and medium-sized enterprises fail to meet the new standards, they may face elimination and the industry concentration will further increase.
